« Le chien aboie, la caravane passe » tel semble dire Tandja à ses opposants qui ne cessent de crier depuis plusieurs mois au « coup d’Etat constitutionnel ». Après avoir promulgué la nouvelle constitution, le président de la République a convoqué le collège électoral pour les législatives prévues le 29 octobre prochain. La date des locales est fixée pour le 27 décembre 2009.
Pour Tandja Mamadou et ses partisans, la page de la Vème République est désormais tournée. « Finie la récréation, au travail maintenant ! » entonnent en chœur tous les « tazartchistes ». Comme si les Nigériens dormaient sur leurs lauriers et que subitement, ils se voient réveillés par le gong d’une « révolution » qui leur rappelle que les temps ont changé ! En face, les opposants, suspendus à la corde de la Vème République, manifestent (s’ils ne sont pas encore interpellés ou emprisonnés) les yeux embués par le gaz lacrymogène et les corps zébrés de matraques de la police, pour le “retour à l’ordre constitutionnel”. Pour eux, c’est le prix à payer pour restaurer la démocratie. Pendant ce temps, les défenseurs de la VIème République se délectent eux, de leur « victoire » du 4 août. C’est cet étrange pays, où cohabitent deux Républiques, qui se retrouve aujourd’hui sous les feux de la rampe. Devant cette situation inédite, quelle solution peut on envisager pour sortir de l’impasse ?
La Communauté Economique des Etats de l’Afrique de l’Ouest (CEDEAO) qui avait qualifié d’« anticonstitutionnel » le projet de référendum de Tandja, avait convoqué le 24 août dernier à Abuja, une réunion de son Conseil de médiation et de sécurité sur la situation du Niger. La réunion qui a dépêché une délégation ministérielle de quatre membres pour rencontrer à Niamey les protagonistes de la crise s’est dite « confrontée au choix délicat de restaurer l’ordre constitutionnel sans enflammer les tensions au Niger ». Un choix cornélien qui a certainement poussé l’organisation sous -régionale à reporter sine die le sommet extraordinaire sur la situation au Niger qu’il avait annoncé pour le 5 septembre dernier. Pour sa part, la France après des condamnations de principe, a appelé le président Tandja « à renouer le dialogue avec l’ensemble des forces politiques et à prendre tous les engagements nécessaires pour que le Niger retrouve rapidement un cadre constitutionnel et démocra-tique ».
L’Union Africaine qui a tenu un sommet extraordinaire à Tripoli en début septembre sur les conflits en Afrique notamment au Soudan et en Somalie, s’est intéressée aussi au cas du Niger. Elle vient d’envoyer une délégation composée de parlementaires, pour rencontrer et échanger avec les différents acteurs de la crise. Une démarche similaire à celle de la CEDEAO qui ne fera qu’entériner la position de la France en appelant les différents parties au dialogue tout en les assurant d’être attentive à l’organisation prochaine d’élections législatives. La feuille de route qui sera tracée à la fin de tous ces ballets diplomatiques travaillera certainement à amener les opposants de Mamadou Tandja à aller aux législatives, en leur donnant la garantie de veiller à la transparence du scrutin et de demander au pouvoir de libérer toutes les personnes détenues, et de mettre en place pourquoi pas, un gouvernement d’union nationale. En actionnant le levier du dialogue, la CEDEAO, l’Union Africaine et la France qui s’adosse à ces deux organisations pour dénouer la crise nigérienne, ont visiblement renoncé à prendre des sanctions contre le pouvoir de Tandja. Dans leur nouvelle démarche, parviendront-ils à arracher des protagonistes de la crise, d’importantes concessions ? Rien n’est encore sûr.
Sur le terrain, la tension demeure vive même si après avoir qualifié ses opposants d’ « une poignée de personnes mal intentionnées cherchant à torpiller la volonté populaire » Tandja a mis un peu d’eau dans son vin en invitant dans son message à la nation adressée le 17 août dernier, à la veille de la promulgation de la nouvelle constitution, les Nigériens « au rassemblement et à panser les plaies des antagonismes … ».
Quant à l’opposition réunie au sein de la Coordination des Forces pour la Démocratie et la République (CFDR) elle s’accroche, mordicus, à ce qui ressemble désormais à une chimère : « réhabiliter l’assemblée nationale et la Cour constitutionnelle dissoutes ».
Alors que Tandja et ses partisans qui sont restés sourds à tous les appels à un “retour à l’ordre constitutionnel” ainsi qu’aux condamnations et menaces de rupture de la coopération multilatérale et bilatérale avec certaines institutions et pays, s’échinent actuellement qu’à dérouler le rouleau compresseur de la VIème République. Depuis quelques temps, les actes de violence se multiplient contre les opposants dont une cinquantaine croupissent dans les geôles ; les médias publics sont littéralement et quotidiennement envahis par une meute de courtisans qui, sans détenir une parcelle de pouvoir, s’érigent en autorités, menaçant ceux qui s’opposent à la VIème République et fustigeant la communauté internationale qui a vivement condamné le référendum anticonstitutionnel de Tandja.
Le Niger va- t-il avoir alors, comme la Côte d’Ivoire, ses « Marcoussis » ? En tout cas tout laisse croire que la tâche des médiateurs ne sera pas facile. Mais pour autant, « Les Marcoussis » n’ont pas résolu la crise ivoirienne tout comme d’ailleurs les multiples tractations de la CEDEAO et de l’UA.
Les acteurs nigériens de la crise doivent donc tirer les leçons de cette expérience pour prendre toute la mesure du danger qui guette le pays et décider de privilégier la voie du dialogue. La seule qui vaille d’être suivie quand on se trouve être dans l’impasse.
