Crise politique : le dialogue reporté au 7 janvier 2010

Le compromis s’annonce difficile !

L’année 2009 qui vient de s’achever devait être pour le Niger, l’année des élections générales marquant aussi la fin du quinquennat du président Tandja. Si tout s’était passé dans l’ordre normal des choses, on aurait pu ainsi célébrer une preuve de la maturité politique du peuple nigérien et de ses dirigeants à donner au monde le bel exemple d’un pays respectueux de sa constitution et des valeurs démocratiques. Mais voilà que, par la faute de sa classe politique et de sa société civile, le Niger manque le coche, d’être ce bel exemple. En effet, le pays est depuis plusieurs mois dans la tourmente politique. D’un côté, les défenseurs de la Vème République qui revendiquent un retour à l’ordre constitutionnel, de l’autre, ceux de la VIème République pour qui cette page est désormais définitivement tournée. Une situation inédite qui fait planer, si rien n’est fait pour trouver une solution consensuelle, de graves risques sur la démocratie nigérienne et la paix sociale.

En ce début d’année, le souhait des Nigériens est sans doute de voir enfin cette crise se dénouer. C’est pourquoi tous les regards sont aujourd’hui rivés sur le dialogue entamé le 21 décembre dernier sous les auspices de la CEDEAO. Après quelques ratés, ce dialogue interrompu temporairement, reprend avec le pari pour le médiateur, d’amener les protagonistes à faire des concessions qui permettront au pays de sortir de l’impasse. L’opposition politique et citoyenne réunie au sein de la Coordination des Forces pour la Démocratie et la République (CFDR) et le Mouvement populaire pour la Refondation de la République(MPRR) ont transmis le 27 décembre 2009 au médiateur leurs différentes propositions de sortie de crise. Ces dernières seront examinées lors de la reprise du dialogue avant la fin de cette semaine.

En attendant, on apprend que l’opposition qui estime que le pays se trouve dans une situation de coup d’état constitutionnel, est favorable au schéma d’une transition démocratique de neuf ou au plus de douze mois qui sera conduite par l’actuel président de la République et un gouvernement d’union nationale avec à sa tête une personnalité issue des rangs de l’opposition. Toutes les institutions de la 6ème République seront ainsi dissoutes pour laisser la place à des organes transitoires chargés de légiférer et de préparer de nouveaux textes aussi bien pour le code électoral que le statut de l’opposition mais également rédiger une nouvelle constitution en vue de l’organisation de nouvelles élections. Pour la partie gouvernementale, il n’est pas question selon notre source, de remettre en question les institutions de la 6ème République. La seule concession faite est d’accepter l’entrée de l’opposition dans un gouvernement d’union nationale. Ce qui complique le travail du médiateur qui attend des deux parties des propositions concrètes et réalistes afin d’établir sa feuille de route.

L’espoir de voir le pays sortir de cette impasse s’amenuise aussi avec l’indifférence du président de la République et de ses courtisans, qui se sont entêtés à poser à travers l’organisation des locales, une autre pierre de la discorde après celle du référendum et des législatives. Alors même que le peuple a, au cours de tous ces scrutins, exprimé sa désapprobation par un boycott massif. Un signal fort qui ne doit pas être vu que sous le prisme d’une position partisane mais bien plus aussi comme l’expression d’une désaffection pour la chose politique. En effet, en vingt ans de pratique démocratique, les citoyens nigériens ont été témoins de multiples compromissions de la classe politique, de ses revirements spectaculaires, de ses alliances circonstancielles qui se nouent et se dénouent et surtout de son incapacité à avoir un projet de société fiable, à même de répondre aux aspirations légitimes du peuple.

Et pourtant, la démocratie Nigérienne née du mouvement populaire des années 90, après quelques balbutiements et des remises en cause avec l’intrusion de l’armée sur la scène politique, s’est remise sur les rails à partir de 1999 avec l’organisation d’élections libres et transparentes et surtout avec une stabilité politique qui durera presque une décennie . Ce qui a permis d’ailleurs à l’actuel président de la République d’entamer sans anicroche son second et dernier quinquennat jusqu’au jour où lui même décida, par soif du pouvoir et avec le mutisme complice de l’opposition actuelle, d’ouvrir la boîte à pandore. La suite, on la connaît. Après l’organisation d’un référendum anticonstitutionnel, Tandja promulgue une nouvelle constitution où le verrou des deux mandats présidentiels est levé, un bonus de trois ans lui est accordé pour dit- on « parachever ses grands chantiers » et l’option d’un régime dit « présidentiel » fort, « mieux adapté à notre conception africaine du chef » est faite.

Tous ces ingrédients saupoudrés des discours lénifiants sur les aspirations de la jeunesse appelée affectueusement « fer de lance de l’avenir du pays » et sur l’indépendance et la souveraineté retrouvées du Niger, ont été ainsi réunis dans la marmite des alchimistes du tazartché, pour refonder la république. Comme dans un cirque, par un coup de bâton magique, la refondation nous est servie comme une « révolution sociale et politique » ! Une qui « n’a pas de pareille en Afrique » pour reprendre les mots d’un de ses grands illusionnistes. Une fois de plus, les Nigériens ont manqué l’occasion d’organiser un débat franc et fructueux sur la gouvernance démocratique du pays en vue des avancées notables au plan social et économique.

S’il est vrai que la Vème République a beaucoup péché par ses défauts et le comportement de certains de ses acteurs politiques , la sixième, elle, n’a rien aussi de révolutionnaire sinon qu’elle a permis à certains de sortir de l’anonymat, d’occuper des strapontins, de bénéficier de quelques subsides et de s’arroger une petite parcelle de pouvoir. Pour la grande masse des Nigériens, le combat quotidien demeure : manger à sa faim, avoir un abri décent, se soigner, avoir un emploi, assurer l’éducation scolaire de ses enfants etc.

Aujourd’hui, en plus de ces préoccupations qui ne sont pas satisfaites, une partie du peuple n’a pas accès aux médias publics qui sont devenus exagérément des instruments de propagande politique où chaque jour on chante les louanges de Tandja « le guide éclairé », « le père de la Nation » et blabla.

Le culte de la personnalité et le règne de la pensée unique entretenus à travers ces médias et le Conseil Supérieur de la Communication constituent un recul dangereux de la démocratie au Niger. Isolé sur le plan diplomatique, le pays subit aujourd’hui les sanctions de la communauté internationale. Plusieurs de ses partenaires au développement ont ou sont en train de fermer les robinets. L’Union Européenne, après avoir suspendu une aide de 180 millions d’euros en signe de protestation au référendum anticonstitutionnel organisé le 4 août dernier, serre davantage l’étau en suspendant 458 millions d’euros supplémentaires pour la période 2008-2013.

Les Etats-Unis d’Amérique ont aussi suspendu les 23 millions de dollars, accordés au Niger dans le cadre du Millenium Challenge Corporation(MCC). Ce programme qui récompense les efforts faits par un pays en matière de démocratie et de bonne gouvernance avait mis l’accent au Niger sur la maîtrise de la corruption, la simplification du processus de démarrage d’une entreprise, les procédures d’accès à la terre et la promotion de la scolarisation des filles. Sevré d’aide publique et budgétaire, sans voix au chapitre dans les instances sous-régionales, régionales et internationales, le Niger se trouve dans la situation d’un Etat paria.

Tandja et ses partisans, piqués au vif par les exigences de la communauté internationale pour un retour à l’ordre constitutionnel, se sont subitement mués en redresseurs de torts. Leur populisme attribue la responsabilité des maux de la société nigérienne à la classe politique qui se trouve être aujourd’hui en désaccord avec eux. Le président de la République l’a clairement souligné dans son message à la nation du 18 décembre dernier lorsqu’il disait qu’ « en 20 ans de pratique démocratique, le peuple nigérien a su faire la part entre ceux qui ont la volonté de le servir et ceux qui ne cherchent qu’à se servir à son détriment ». Une vision manichéenne autour de laquelle se construit un discours populiste qui emprunte même de la révolution sankariste ce slogan : « La patrie ou la mort, nous vaincrons ».

Tandja défie ainsi l’opposition et la communauté internationale qui lui a tendu la perche pour une solution négociée de la crise. Il ne compte désormais que sur le patriotisme de ses troupes et le soutien de quelques pays amis, pour diriger le Niger. Quant à l’opposition hétéroclite, elle se prépare dit on à resserrer les rangs par la signature d’ un pacte d’alliance en vue de conquérir demain le pouvoir par les urnes.
